To add a new user while your computer works under a domain controller, you will need to have administrative privileges on the domain controller. Follow these steps:

1. Log in to the domain controller using an administrator account.

2. Open the Active Directory Users and Computers tool by typing "dsa.msc" in the Run dialog box or by finding it in the Administrative Tools folder.

3. Navigate to the organizational unit (OU) where you want to create the new user.

4. Right-click on the OU and select "New" and then "User" from the context menu.

5. In the "New Object - User" wizard, enter the required information for the new user, including their first name, last name, and user logon name.

6. Set a strong password for the new user and choose whether or not to require the user to change their password at their next logon.

7. Click "Next" to review the settings for the new user, and then click "Finish" to create the user.

Once the new user is created, they can log in to any computer that is joined to the domain using their user logon name and password.
