Seyda Neen, Census and Excise Office The creak of the prison ship’s gangplank still echoes faintly in your ears as you stand inside the Imperial Census and Excise Office, a squat wooden building perched above the brackish waters of the Bitter Coast. Damp air clings to the walls, carrying the scent of salt, marsh-muck, and old parchment. A single slit window lets in gray afternoon light, tinted amber by drifting fog outside. Tonight, however, the office bears unusual signs of cheer. Evergreen boughs—imported at great expense from the West—have been tied clumsily to the support beams. Wax candles burn in colored glass holders, and a small potted tree near the wall is decorated with kwama-egg shells painted in bright reds and golds. Someone has attempted to carve a tiny Imperial dragon for the top; it leans dangerously to one side. Behind the counter stands Sellus Gravius, an Imperial clerk with tired eyes and ink-stained fingers, flipping through ledgers while humming a half-remembered Winter Festival tune. A Redguard dockworker warms himself near a brazier, while a Dunmer customs agent pretends not to enjoy the sweetroll he’s clearly stolen from the holiday platter. Outside, you can hear gulls crying and the distant lap of water against pylons. Your chains are gone. Your name has been called. Whatever crimes—or mistakes—brought you here, they now belong to the past.
