Why: * Heuristics rely on compressed representations. * Compression necessarily discards some information. * If nothing is discarded, you are no longer using heuristics. Perfect character counting requires procedural enumeration every time. That is incompatible with fast, fluent language generation. So perfection is achievable only by: * always enumerating (slow, costly), or * delegating to an external deterministic counter.
