What is true: NYC has mechanisms related to distressed property, but they do not look like “the government buying buildings in fire sales” as a general strategy. For example, NYC can use in rem tax foreclosure processes that transfer title directly to qualified third parties “without the City ever taking title itself” (per RGB discussion of the policy).
